Water Heater, Small Boiler, and Furnace Certifications

The Ventura County APCD has adopted Rules 74.11 - Natural Gas-Fired Water Heaters, 74.11.1 - Large Water Heaters and Small Boilers, and 74.22 - Natural Gas-Fired, Fan-Type Central Furnaces. Each rule specifies a maximum NOx emission rate that cannot be exceeded in order to receive certification. Those NOx limits are:

Rule 74.11 - Natural Gas-Fired Water Heaters: 10 nanograms per joule of heat output or 15 ppmv of NOx for water heaters rated at less than 75,000 BTU/hr. For a mobile home gas fired water heater those limits are: 40 nanograms per joule of heat output or 55 ppmv of NOx.

Rule 74.11.1 - Large Water Heaters and Small Boilers: 40 nanograms per joule of heat output or 55 ppmv of NOx for sizes greater than or equal to 75,000 BTU/hr and less than or equal to 400,000 BTU/hr. For units greater than 400,000 BTU/hr and less than or equal to 2,000,000 BTU/hr, the limit is 30 ppmv of NOx.

Rule 74.22 – Natural Gas-Fired, Fan-Type Central Furnaces: 40 nanograms per joule of heat output or 55 ppmv of NOx.

In order to obtain certification, a Compliance Report for each applicable new or modified unit, by model, must be submitted to the APCD by the manufacturer. The report should include:

 

  • The name and address of the manufacturer
  • Brand name
  • Model number, as it appears on the unit’s permanent nameplate
  • A description of the model being certified, including burner type and rated heat input capacity
  • A summary of the source test report
  • A signed and dated statement attesting to the accuracy of all statements in the Compliance Report.
